Everyone gets coverage, costs go down, and health quality is up. (Some of our friends over in Washington, DC have been impressively active on that front remote. Weve only presented one side of the story.
At the end of each year if you spend less than $3000 on your health care the govt. But to make sure there is still competition to keep prices low and help encourage people not to abuse the system give everyone a $3000 "deductible" web. This would encourage people to think twice about if they needed to go to the ER or could call the nurse hotline or maybe set up an appt.
